Abstract
The Graduate Research Center of the Southwest (GRCSW) was officially chartered on February 14, 1961 as a privately funded, basic research institution to aid the southwestern region of the United States in the advancement of graduate education in the natural sciences. It officially changed its name to the Southwest Center for Advanced Studies (SCAS) on January 1, 1967 and became part of The University of Texas System on September 1, 1969 when it was hence known as The University of Texas at Dallas (UT Dallas).

Provenance Statement

The Graduate Research Center of the Southwest (GRCSW)/Southwest Center for Advanced Studies (SCAS) Collection was assembled out of archival material that was collected through the years and kept in the basement of the Eugene McDermott Library. Good portions of it, particularly the parts that now make up the  GRCSW/SCAS Collection, were gathered by Al Mitchell when an attempt was first made in the late 1970s to establish a University Archives at UT Dallas. Mitchell’s career with the institution dated back to the GRCSW/SCAS where he served as Director of Technical Services. He continued his service with UT Dallas in a number of capacities that included university editor, archivist, and assistant baseball coach. The documents collected by Mitchell and others had been moved around over the years until they ended up in the Library basement. The new university archivist compiled the documents related to the GRCSW/SCAS from these boxes to create the  GRCSW/SCAS Collection.

Historical Sketch

Erik Jonsson, along with Cecil Green, Eugene McDermott and H.B. Peacock, purchased Geophysical Services, Incorporated on December 6, 1941. The United States’ sudden entrance into World War II changed their company’s focus from petroleum exploration into submarine detection, where they achieved great success. The company became Texas Instruments (TI) in 1951.

The TI founders realized they had to import most of their engineering and scientific talent from areas outside of Texas and the southwest because the region was not producing nearly enough individuals with the advanced degrees needed. Most of the talented students in the area had to go elsewhere for their degrees because of the lack of opportunities in the Southwest. For example, they noted that in 1959-1960 alone, Columbia University in New York City granted 573 doctoral degrees while the entire southwest granted 549, of which 501 were non-theology related.

The idea for the Graduate Research Center of the Southwest (GRCSW), which was the precursor to The University of Texas at Dallas (UT Dallas), gained momentum with a conversation between Erik Jonsson and Lloyd Berkner, a prominent geophysicist and engineer, on a night flight from Dallas to New York in 1958. The two men discussed the need for additional Ph.D. trained professionals in the southwest to meet the increased demands in the workforce placed by advances in technology. More discussions followed through the next few years, resulting in Jonsson, Green, and McDermott founding the GRCSW officially on February 14, 1961 when the State of Texas officially chartered it. They chose Lloyd Berkner to be the first President of the GRCSW.

The official charter gave the GRCSW the ability to grant degrees, but instead the GRCSW chose to use its faculty and resources to work with other universities to develop their own doctoral programs. The GRCSW felt that it could do the most good by helping local universities rather than competing with them by conducting high quality basic research. The GRCSW would then invite graduate students and post doctoral students to work with its faculty in this research. The research arm of the GRCSW was the Southwest Center for Advanced Studies (SCAS). Confusion developed because of the two names given to the institution and the GRCSW part of the name was officially dropped on January 1, 1967. Prior to that date, the scientific community primarily knew the institution as SCAS, while the local community primarily knew it as GRCSW. For simplicity’s sake, it will be known as SCAS for the duration of the historical sketch.

The first laboratory created by SCAS was the Earth and Planetary Sciences Laboratory. The first division established under Earth and Planetary Sciences was the Division of Atmospheric and Space Sciences (DASS) in April 1962, headed by Professor Francis S. Johnson. Earth and Planetary Sciences added the Division of Geosciences, headed by Professor Anton Hales in September 1962 and the Division of Mathematics and Mathematical Physics, headed by Professor Ivor Robinson in March 1963. The Molecular Sciences Laboratory was initiated in 1964 with the Division of Genetics under it, headed by Professor Carsten Bresch of Germany. The division’s name was later changed to the Division of Biology.

Just as SCAS was developing its projects, a national tragedy struck the emerging institution in a particular way. SCAS was a co-sponsor for President John F. Kennedy’s November 22, 1963 visit to Dallas and was to be featured prominently in the speech that Kennedy was to give at the Dallas Trade Mart before he was assassinated. SCAS was shocked and saddened along with the rest of the nation, but was undeterred in letting the tragedy disrupt its momentum.

SCAS was determined to resuscitate Dallas’s tarnished image caused by the Kennedy assassination. Demonstrating its resolve, SCAS co-sponsored the symposium titled “Gravitational Collapse and Other Topics in Relativistic Astrophysics,” which was held just a few weeks after the assassination took place and explored fascinating outer space topics such as pulsars, quasars, and black holes. The event gained huge acclaim in the scientific community and as of 2013 is still held every several years under the title “Texas Symposium on Relativistic Astrophysics,” with its name paying homage to its roots in Texas.

Through the years, SCAS was successful in establishing various other scholastic projects. The Division of Geosciences helped Southern Methodist University (SMU) launch a Ph.D. program in Geophysics in 1963, while the Division of Atmospheric and Space Sciences participated with SMU in establishing a Space Sciences Center and graduate program in Space Sciences. The degree would be granted through SMU, while the DASS faculty would be appointed to SMU’s faculty. In 1965, SCAS helped found a consortium of North Texas universities, including SMU and Texas Christian University (TCU), called The Association for Graduate Education and Research of North Texas (TAGER). TAGER’s major accomplishment was the development in 1967 of graduate courses transmitted by closed circuit television that could be matriculated by students in the consortium.

Despite the successes achieved by SCAS, the institution could only survive for so long as the kind of educational and research institution it strived to be on private funds alone. The University of Texas System Board of Regents approved a proposal on July 26, 1968 that would bring SCAS into The UT System as a graduate school dedicated to the sciences. The Coordinating Board, Texas College and University System held hearings on The UT System proposal and counterproposals by other institutions such as North Texas State University, Texas Woman’s University and East Texas State University on November 11, 1968. On December 3, 1968, the Coordinating Board recommended that SCAS be transferred to The UT System as a “research institute of the highest order,” but not as a “primary degree-granting unit.”

State Representative Jack Blanton of Dallas County introduced House Bill 303 to the 61st Legislature on January 14, 1969. The bill proposed that SCAS become The University of Texas at Dallas. It further stated, however, that undergraduates could not be enrolled nor bachelor’s degrees granted prior to September 1, 1975. Until that point, UT Dallas would be a graduate school, granting Master’s and Doctor’s degrees. House Bill 303 passed in the Texas House of Representatives and Senate on April 2, 1969. It was passed again on May 30, 1969 with a revision suggested by Governor Preston Smith that undergraduate admissions would be limited to Junior and Senior students. This caveat would occur on September 1, 1975, which was the date set where undergraduates would first be allowed admission to the university. Graduate studies would be allowed to commence immediately. Governor Smith signed House Bill 303 of the 61st Legislature on June 13, 1969 and it went into effect on September 1, 1969, officially transforming SCAS into UT Dallas.

Scope and Content

This collection contains ten record center boxes, consisting of ten linear feet of correspondence, memoranda, reports, speeches, articles, meeting minutes, agendas, news releases, directories, grant proposals, legal documents, and financial material generated by and relating to the Graduate Research Center of the Southwest (GRCSW)/Southwest Center for Advanced Studies (SCAS).

The Archivist identified twenty-six series while processing the collection. The first series is the GRCSW/SCAS Chronology Series written by Al Mitchell, which is a chronology of events of the GRCSW/SCAS from its official inception in 1961 until it was dissolved and became UT Dallas in September 1969. The Archivist chose this to be the first series of the collection in order to give the researcher an overview of the GRCSW/SCAS at the beginning of the collection. The Archivist also divided the Chronology, which is a single document, into six folders for proper storage.

The second series is the Annual Reports Series, which is a compilation of all annual reports for the GRCSW/SCAS from the first one issued in 1963 until the final report in 1969.

The third series is the Publications Series, which is further divided into three subseries: Subseries 1. ADVANCE, Subseries 2.  Clipboard, and Subseries 3. Additional Publications.

Subseries 1. ADVANCE was a publication written by the GRCSW to document its activities. The first issue was in Spring 1964. The Publication moved to a newsletter format in April 1967 and changed from a quarterly issue to a monthly issue, being published ten times a year. It was not published in July or August. It became bimonthly beginning with the September/October 1968 issue. The last issue in the holdings is the May/June 1969 issue.

Subseries 2. Clipboard was the title the GRCSW/SCAS's weekly internal newsletter. It was originally titled  The SCAS Clipboard with the first issue was August 23, 1962. The name changed to  Clipboard on August 28, 1964 and the publication became biweekly beginning with the January 7, 1965 issue. It became bimonthly in October 1967. Also, there were apparently no issues published between the July 1968 issue and the last issue published in May 1969.

Subseries 3. consists of all the other publications present in the collection written by the GRCSW/SCAS during its history that are not contained in other series.

The fourth series is the Boards and Committees Series, which is further arranged in seven subseries: 1. Academic Council, 2. Academic Senate, 3. Board of Governors, 4. Board of Trustees/Directors, 5. President's Council, and 6. SCAS Secretary's Meetings.

Subseries 1. contains the memoranda generated by the Academic Council from 1967-1969.

Subseries 2. contains memoranda, agendas, and meeting minutes from the Academic Senate from 1965-1969.

Subseries 3. consists of memoranda, reports, agendas, and meeting minutes related to planning meetings and other meetings held by the SCAS Board of Governors from 1967-1968.

Subseries 4. consists of meeting agendas, minutes, reports and news releases. The name of the series is Board of Trustees/Directors because the name of the board alternated between Board of Trustees and Board of Directors through the years. The board was first known as the Board of Directors when it was conceived in 1961. The board became the Board of Directors in June 1962, but was reverted back to the Board of Trustees during the October 1965 meeting.

Subseries 5. contains meeting minutes, agendas, and supplemental documents pertaining to the President’s Council meetings, 1966-1969.

Subseries 6. contains the minutes from the SCAS Secretary’s meetings, 1967-1969.

The fifth series is the Faculty and Staff Vitae Series, which contains short vitae from several members of the GRCSW/SCAS faculty and staff in November 1962.

The sixth series is the Telephone Directories Series, which contains telephone directories from the GRCSW/SCAS from 1966-1969.

The seventh series is the Earth and Planetary Sciences Laboratory Series, which contains booklets, reports, and other activities involving the Earth and Planetary Sciences Laboratory to include the two divisions that made up the laboratory: The Division of Atmospheric and Space Sciences and the Division of Geosciences. Financial information involving the Earth and Planetary Sciences Laboratory, however, is found in the Financial Material Series as opposed to this series.

The eighth series is the Biology Division Series, which contains annual reports, correspondence, memoranda, vitae, articles, and procedures generated by the Biology Division. Just as with the Earth and Planetary Sciences Laboratory Series, financial information involving the Biology Division is found in the Financial Material Series as opposed to this series. It should also be noted that the Biology Division was originally known as the Division of Genetics within the Molecular Sciences Laboratory when it was established in 1964.

The ninth series is the Office of Sponsored Projects Series, which primarily consists of rejected/withdrawn grant proposals from 1962-1969.

The tenth series is the Regional Magnet Facility Series, which contains correspondence, memoranda, reports, meeting minutes, and news releases related to the facility.

The eleventh series is the Clark Foundation Series, which contains correspondence, memoranda, programs, news releases, lists, and ephemera related to summer employment at SCAS and around the Dallas/Fort Worth area sponsored by the Clark Foundation in 1968.

The twelfth series is the Texas Symposium on Relativistic Astrophysics Series, which consists of a variety of material about the event to include information about its origin, correspondence and news releases about the first symposium in 1963, and packets for the second, third and fourth symposia.

The thirteenth series is the General Events Series, which covers events found in the collection that are not covered in other series. It ranges from 1965-1968 and includes documents related to a news media luncheon, site inspection team visit, Dallas Junior League visit, and the 1968 meeting of the American Association for the Advancement of Science.

The fourteenth series is The Association for Graduate Education and Research of North Texas (TAGER) Series. This series includes correspondence, memoranda, course material, agendas, articles, reports, and notes related to the activities of TAGER, which was established to use the combined resources of the universities in North Texas to promote graduate education in science and engineering.

The fifteenth series is the Correspondence and Memoranda Series. It contains correspondence and memoranda sent by faculty and staff members of the GRCSW/SCAS that do not fit into the other series in the collection. The series is divided into three subseries: 1. Correspondence, 2. Correspondence and Memoranda involving Gifford Johnson, and 3. Memoranda. The delineation between correspondence and memoranda in this series was not always clear during processing so the archivist made the decision to assign documents to the memoranda subseries when it was clearly marked memoranda. Otherwise it was assigned to the correspondence subseries. The exception is the Gifford Johnson subseries where it was all grouped together.

Subseries 1. contains correspondence sent by faculty and staff members of the GRCSW/SCAS that does not fit directly into the other series in the collection.

Subseries 2. contains correspondence and memoranda to and from Gifford Johnson, President of GRCSW/SCAS from 1965-1969, that does not fit directly into the other series in the collection.

Subseries 3. contains memoranda sent by faculty and staff members of the GRCSW/SCAS that does not fit directly into the other series in the collection.

The sixteenth series is the Legal Material Series, which contains legal documents and agreements involving the GRCSW/SCAS. Most of the documents are copies with it being unknown to the archivist where the originals reside.

The seventeenth series is the News Releases Series, which contains news releases issued by the GRCSW/SCAS along with supplemental documents that relate to them.

The eighteenth series is the President John F. Kennedy Assassination Series, which contains information about President Kennedy’s visit to Dallas on November 22, 1963 when he was assassinated. The series contains the text of the unspoken speech Kennedy was to give at the Dallas Trade Mart on the day of the assassination. The GRCSW was a co-sponsor for the visit and was to be featured prominently in the speech. The series also contains articles and memoranda about the impending visit and the subsequent assassination, as well as an informational booklet about the GRCSW.

The nineteenth series is the Graduate Research Center of the Southwest (GRCSW) Fifth Anniversary Series, which contains news releases agendas, reports, memoranda, and issues of Clipboard that relate to the GRCSW's Fifth Anniversary Celebration held from March 16-20, 1966.

The twentieth series is the Graduate Research Center of the Southwest (GRCSW) Name Change to the Southwest Center for Advanced Studies (SCAS) Series, which contains paperwork concerning the name change to include correspondence and copies of the certificate of amendment and the Notary Public's certification.

The twenty-first series is the Graduate Education Data Series, which documents the increasing demand for science and engineering graduate degrees in the 1960s, particularly in the Dallas/Fort Worth area and the southwest in general. The series contains correspondence, memoranda, reports, statistics, articles, speeches, and notes on the subject.

The twenty-second series is the Texas House Bill 303: Establishment of The University of Texas at Dallas Series. At 2.25 linear feet, it is the largest series of the collection. House Bill 303 of the Sixty-First Legislature was signed by Governor Preston Smith on June 13, 1969 and went into effect on September 1, 1969, officially transforming SCAS into UT Dallas. This series, closely relates to Series XXI, Graduate Education Data, in that it represent the culmination of the process to alter SCAS into a graduate school, while Series XXI studies the need for more graduate education in science and engineering. Series XXII is arranged in three subseries: 1. General Information, 2. Articles, and 3. Dissolution of SCAS.

Subseries 1. contains correspondence, memoranda, reports, statistics, and notes chronicling the move to transition SCAS into UT Dallas.

Subseries 2. is similar to Subseries 1., but instead documents the process of creating UT Dallas through a collection of articles on the topic from a variety of newspapers.

Subseries 3. documents the final dissolution of SCAS through correspondence, memoranda, news releases, reports, statistics, and notes. Also included is a copy of the transfer of properties from SCAS to The University of Texas System Board of Regents.

The twenty-third series is the Articles Series, which contains articles that do not fit directly with the other series in the collection.

The twenty-fourth series is the Development Fund Campaign Series, which documents fund raising campaigns for the GRCSW/SCAS. The series is further arranged in four subseries: 1. Committee on Resources, 2. Richardson Campaign, 3. 1963 Campaign Master Plan Book, and 4. 1968 Development Fund Campaign.

Subseries 1. contains correspondence, memoranda, meeting minutes, agendas, reports, membership lists, and other attachments related to the Committee on Resources for the Development Fund Campaign.

Subseries 2. contains assignments specifically for the GRCSW/SCAS’s campaign in Richardson, Texas.

Subseries 3. contains the Master Plan Book for the 1963 Campaign.

Subseries 4. contains correspondence, memoranda, reports, agendas, brochures, and lists related to the 1968 Development Fund Campaign.

The twenty-fifth series is the Goals for Dallas Series, which contains correspondence, memoranda, reports, agendas, meeting minutes, lists, financial statements, notes, a questionnaire, and a news release documenting the Goals for Dallas Program initiated by Dallas Mayor and GRCSW/SCAS co-founder Erik Jonsson. Jonsson introduced the program to engage the citizens of Dallas in using their talents and abilities to improve the quality of life for the entire community. The series is part of the collection because the GRCSW/SCAS played a prominent role in the program.

The twenty-sixth series is the Financial Material Series, which contains financial reports, statements, balance sheets, proposed and revised budgets, and other financial related material generated by the GRCSW/SCAS.
